I would wager that it’s soldered in addition to the screws. This means you’d have to remove the screws and heat it with a torch to budge it.
If this is true, though, once you moved it where you wanted you’d simply let it cool. The solder alone would likely hold it fine in non-combat conditions.

I posted some observations on original thread in "Japanese Rifles". Shifting rear-sight collar will probably interfere with fit of (close fitting) wooden hand-guard.

Also, although slightly 'canted', front and rear sights, may currently be aligned. Changing just one, and not the other, could create more problems.
