Pattern 1903 bayonet markings

I have a Pattern 1903 bayonet which was converted from the P-1888 bayonet and would like to know if these are unit markings ?

According to my copy of Skennerton's broad Arrow, T.H could be Tower Hamlets ( a county or area title).
