Always a gamble buying a piece of kit like this on any websites, without firstly getting your hands on it to check the cathode tube is still in good order, and not been subjected to light. From memory it is a Delft 1st Generation tube in these and the reason they have the rubber cover with a pinhole in the centre, and rightly named the "just in case" hole.
If the image on the sale site is right it seems to be OK but sadly until you get it in your mits and check the honeycombing carefully for damage very difficult IMHO especially at that price plus the shipping and no doubt Customs bit on top, which would make it a very expensive buy, and a difficult one to send back from the UKif found to be damaged.
