The Germans used the mine to create a blast wave which blew out windows and removed roof tiles. It wasn’t meant to cause destruction by itself, it was the incendiary bombs dropping into the roof spaces and using air drawn in through the broken windows that was to create a firestorm. The Allies later copied this to devastating effect as most are aware.
