Side plate number is a fitting number , used before the actual serial number is assigned.
The side plate has to be individually fitted to the frame, so they have to be mated and can't be mixed up.
You will find the same markings on Colts and S&w revolvers.

As a little bit extra, the frame was machined etc etc but WITHOUT the cover plate screw or axis pin holes. A side plate was hand finished by skilled bench fitters to exactly fit a revolver frame. When the fit was passed by the inspector and marked, it would be number matched by him before being passed on. Then the frame and side plate went into a machine setting shop clamped together where the holes for the plate screws were drilled through from the left hand side. Then the pistol turned over and the pilot holes for the axis pins were bored through the frame and half way into the cover plate. Then the axis rivets would be inserted, rivetted from the outside and made good. That way the screw and axis pins in both the frame and cover were all exactly aligned.
