One shoulder strap off so it's unbalanced and rifle banging my knee. That would be as handy as a left handed screwdriver. Obviously NOT thought up by infantry. As stated, rear ech high ranking thought process...

Interesting photo. He does not look like a Marine or US Army soldier. I am figuring he's Naval personnel, definitely not like those in the movie, "Sand Pebbles". Probably a way to carry a rifle and gear while unloading from a ship to a motor launch. I am guessing that if the "sailor" falls over board into the water all he has to do is release his cartridge belt and the field gear and rifle would fall away. My guess.

No, but they often posted sharpshooters shoot and detonate mines. During a big storm in the Pacific the Japanese
minefields were often cut loose. Apparently the Japanese didn't obey treaties requiring that un-moored mines have a mechanism to sink themselves. Ref. Little Ship Big War by Edward P. Stafford.
