'rcathey' - My first reaction was that the arm had French Military features. I thought maybe it was a Gendarmerie Carbine, converted from flintlock to percussion?

However, searching 'ring-hammer' percussion carbine brought up Dutch carbine examples made in the 1850's as percussion arms, (not conversions from Flintlock).
