Use allen head screws you should be able to find one with a big enough head that you can turn it down to the proper diameter to be the pivot point for the sight, meaning the front screw.

FWIW - I am not aware of anyone who specifically makes Krag style rear-sight screws for the 8-32 t.p.i. screw-holes used on the Criterion barrels.
Looking up the dimensions for the 8-32 screw-thread gives a maximum diameter of .1631" and a minimum diameter of .1571", (and of course 32 threads per inch).
The best likely solution (for a Criterion barrel) would be to hand-craft 'replica' screws by reworking 8-32 Allen screws.
In regard to original Krag rear-sight screws, the Frankford Arsenal (1902) Tap & Die set contained a Die and Tap for .156" X 30 t.p.i.
I measured an original front screw from a Krag 1901 rear-sight, this morning. The maximum thread diameter was .160" X 30 t.p.i.
