Covering the SMLE from 1903 to the end of production in India in 1989 it looks at how each model differs and manufacturer differences from a collecting point of view along with the major accessories that could be attached to the rifle. They weren't an issue for JUST jumpers, they were for common issue. I doubt he's a jumper. Here's a bit of reading about it. WW II Combat Boots.

I guess it could be more accurately stated that jumpers got stuck being issued those at times. They changed them as soon as the Corcoran's came available though.
