Jack told me they couldn't silence the rifles because they had no sub-sonic ammo, but the suppressor quieted the sound of the rifle blast so you couldn't tell where it came from. It also totally eliminated muzzle flash so was especially useful at night.
That's still the theory we work with today, most can't do more for military weapons but you can hear commands over the gunfire and the muzzle blast of close firing isn't so stunning. You still get the sonic crack though. You just can't tell for sure where the firing is coming from usually.

I've always wanted a micro MAC in .25ACP with a 40 round (or so) magazine and a suppressor.
