I have seen Remington model 30's. They have the look of conventional sporters, especially the later ones, IOW, nice looking rifles. And then, of course, the 720 which, if they had done something with the floorplate, I believe would have given the Winchester 70 a run for the money

My thoughts exactly. Would be interesting to know what influence this proposal may have had on the introduction of the Model 30.

This is strictly my opinion. I have nothing to back this up. So feel free to invalidate me, if you have a differing opinion.
But I don’t think this recommendation went beyond the Ordnance office. I think the Introduction of the Model 30 out of the M1917 was just from sheer good old fashion capitalism (creativity to make a profit).
Production for the m1917 was already up and running, with the 1917 contract canceled. The model 30 was a way to enter the civilian market smoothly. (This is strictly an opinion)
