LIberty University has an ROTC program. I had already checked that one. Another is Lehigh University which is near my location which would make more sense. Liberty is not ridiculously far, Lincoln is very far away.
I looked at the various emblems more closely and an ROTC eagle has a shield over it's body so they are not the same. BUT, an officer in charge of the ROTC program could still possibly have something like this. It is a real mystery. The company which made this was well known for military badges, pins, etc. They were bought out by Vanguard in 2000. I sent Vanguard the pics but I'm not thinking they will know.
I've image searched with no luck. Searched with each individual college with no luck. I have my old ROTC hat badge and should dig it up and look at it but I seem to remember it has ROTC on either the top or the bottom of the eagle. Our unit crests are blue and white shields with the Nittany Lion. I have those also but found this pic on the net to avoid going to look for them.

So it makes sense that colleges would have some leeway to make something like this There is no acronym that the US Army uses for LU either. I'm stumped.
This is an officers eagle, an enlisted man's eagle would be inside a circle ROTC are something in between. As a Cadet, I received the pay of an E-5 and when attached to a reserve unit, I had no real authority but outranked all enlisted. Our cadet ranks were circles or pips, and maybe diamonds for "officers", enlisted cadets had the normal stripes. There were 300 cadets in the main campus battalion at the time I was in and with branch campuses we had 600+ Now they are down to maybe 30 at main campus. Times have changed.
