    Interesting. Looks like one of the early attempts at making a National Match rifle out of the M16icon series rifles. Really did not work well until the A2 version came out.

    That is an A2 version.

    Or an AR-M14

    The thing I hated most about the M16A1 was the adjustable front sight! Not natural.
