I'd suggest that it was a modern tool box for some piece of equipment. Latterly, we used to get these things for types of weaponry. The problem - if it was a problem - was that the same items would be common, across the board, so you could end up with 3 identical pairs of pliers or...... You get my drift.
As for HMS Collingwood, what about looking it up on Google. I think that it was a Navy engineering training base.

Regardless of intended use, I do really love this type of case. Dedicated use and some provenance to boot. Pretty neat! No idea yet what I'll keep in it.
