If you look at a real type 2 band the inner ring is recessed and not flush. If you find one that both rings are flush then it's a cut down type 3.

There is a WWII era type II band where the inner band is not always recessed. Sometimes the inner ring is flush and sometimes it even extends forward of the outer ring.
