The M84 is a sealed scope. After 50-60 years, many of them have seals that have dried & cracked. You may just be seeing moisture trapped inside your scope; try warming it gently with a hair dryer to see if that resolves the problem.

In any case, it is probably time to send your scope to a repair technician for complete service, including new seals & nitrogen.
