I use a sharpened brass scraper to remove crust-rust. Make sure you wipe it frequently as the steel rust bits will imbed in the softer metal and scratch if you aren't careful. Then just buff it with a bit of good ol' Hoppes No.9 powder solvent and 0000 steel wool. Wipe it down again and oil it. Should be good as gold.

For somthing like this I would use a "Red Scotch bright pad" and "Copper Brush" as the British Army have used for years. Then just keep it oiled to prevent further rusting.
I think the seller has said mismatched because it would appear the bolt has had the original serial number linished off and the rifle serial number restamped onto this new surface. This will be why it has suffered the worst. If you look carefully you can see a line of blue where the linishing stopped.

Red "Scotch Brite" WILL remove the bluing as well as the rust. Also leaves an odd but disinctive finish that's not "old timey". Its effective, though!
