    the one i sent you didnt have a photo, i do think that when you did contract work for the government, your employees had to have photo id's.

    As Paul Harvey says and now here is the rest of the story. The badges shown above are of and belonged to William Edward Betts. He was born in 1906 and passed away in 1994 at the age of 88He worked for I.B.M. up until 1941, he left to go to NPM as the asst. to Chas (Charles) R. Ogsbury president of the National Postal Meter Company. He lived in and around Rochester NY before retiring in 1951 at the age of 45. He had three children one son and two daughters which two are still alive today living in Penn. As more info becomes avail. I will keep you guys updated.
