    i hope its not to late .
    rifles that are regulated by fultons or regulated by parker hale are excellent rifles .basically it mean that these gunsmiths stripped the rifles ,totally overhauled the works which often included lapping the chamber and bores ,recrowning etc.
    target sights were often added .the rifles were sighted in further fine tuned .
    the rifles are worth money!!! as they are .do a google search and you will see what i mean.

    Barryeye. I have a PH5B on my 1917. I am betting that regulated means that they set the scale/plate that is attached to the mast so that it is zeroed
    on the base markings, for the ammunition that was being used at that time.

    Thanks Jamie. I can see the logic of that. I am converting my rifle back to the military format so I have traded the sight to a freind who intends to use it in target shooting contests on his P14.

    The first thing that comes to mind regarding the bolt that won't retract but will rotate is a rear action screw that has been turned in far enough to protrude into the striker's raceway in the tail end of the action. But that's easy enough to check by removing the screw (just behind the triggerguard)!

    Otherwise, things get rapidly farfetched.
