You could try Graf & Sons - The Reloading Authority, they have Privi 7.62x54r in the 100 rd. bag. I've used these cases extensively in 3 91/30's and a Finn M39...really good brass from what I've seen. Not sure if they'll ship north, but you can ask.

Looks like Widners and AIM Surplus both lack the proper export permits to send stuff my way 
Just fired an e-mail off to Graf's, they mention in their FAQ that they do export internationally so hopefully that applies to Canada
as well!

Well here's the scoop I got back from Graf's, they do export but...
We cannot ship loading components or ammunition out of the country without you first having obtained a license /permit from your government, and in turn we file that documentation with our respective governmental departments. As well, for any order under $1000.00 we have to file a license for, there will be a $50.00 service fee.
So while that does mean I can get components from them it means it's going take forever and cost me a mint
Bummer sometimes being in Canada
just sucks.

DJ Friesen Imports is great.
Dave's my local guy, I usually buy off him at the local HACS gunshow, he can usually get whatever I'm after. I get virtually all of my powder, bullets, handgun brass, dies and reloading gear from him. Great guy to deal with and he's got good prices but he's really, really slow to order from. I've been waiting for a quote on some brass from him since about the 15th 
When Dave gets back to me I'll post back here as to wqhether he'll bring in the 7.62x54 or not, just in case others are looking too.
