If a rifle will shoot MOA or better at a given distance it will shoot MOA or better at ANY distance. It's not the rifle. There's something else going on. Most likely the way the scope is mounted. Or, no offense, but it could be the shooter.

couple issues...
first and foremost...the mounting set up is weak at best...and likely the issue,..the scope would be my second look... 450 yards is a stretch for that scope.
second..
try
47 grns of 4064 behind a 168grn match grade bullet,, Hornaday, Speer ect...the 180,s are a little unstable in the 1903A3..

I would check / change...
...the scope, and the load.
Try as Chuck says, with a 168 HPBT. Definitely use a scope up to the task of long range shooting.
My 03-A3 using 168 nosler cc shoots 1.25MOA out to about 400yds and then about 1.5 to 1.8 MOA at 550yds.
Accurate shooting takes time and experimentation.

Awesome advice guys, I've actually got some 168 hpbt bullets that I bought for my 300 win mag, so I'll load some of those up and give it a whirl. Seems that the general concensus is that the scope and mount is no good (which I know isn't a first class setup, but I won't pay 1k+ for a a4 lol). I'll give some different loads a go and play with it a little.
