This is what they told my friend when they gave him his money back. I confirmed it with my TEXAS DPS Trooper Neighbor on that 45 CCU and he was right.

The illegal side of these uppers is that they permanently convert the legal status of your pistol frame into a rifle frame. If you attach the Mech Tech to your 1911 pistol frame, then you cannot legally revert that frame back to pistol form unless you first REGISTER it as a Short Barrel Rifle via ATF Form 1.* This is not new. This has been a problem for about 3 years now.

All you have to do is replace the collapsable stock with a SB15 brace and all your troubles AND tax stamps disappear, No?

This is from the MechTech Systems Inc website - MechTech - FAQ's

Is is legal to convert the CCU back to the original pistol?

Yes. The BATFE recently published a ruling which clarifies this - here is the link: http://www.atf.gov/regulations-rulin...ing-2011-4.pdf

There has been a lot of missinformation circulating to the effect that once the pistol lower has been asembled to a rifle configuration then converting back to the pistol constitutes 'making a pistol from a rifle' and thereby placing the pistol into the SBR (short barrelled rifle) class. Not so. Please see our Forum for even further clarification. It is the first post on the Forum so you don't have to spend time trying to find it.
Here is the BATFE clarification - http://www.atf.gov/files/regulations...ing-2011-4.pdf

Held further, a firearm, as defined by 26 U.S.iconC. 5845(a)(3) and (a)(4), is not made when a pistol is attached to a part or parts designed to convert the pistol into a rifle with a barrel of 16 inches or more in length, and the parts are later unassembled in a configuration not regulated under the NFA (e.g., as a pistol).
Better tell your friend and neighbor they are wrong. Or you could just show them the letter from the director of the BATFE.

You might also want to print a copy and keep it with your upper, just in case you run into someone who doesn't understand the law.

I was cleaning my CCU and decided to measure the barrel and the length was 14" and the ones from the manufacture and some Mech-Techs are 14 inches, this was why there was a problem so when i talked to my neighbor and my friend thats why they pulled them to have them changed, but the law was being challenged and did not change .It stayed at 16" so then the companies started to fit the 16" barrel. My DPS neighbor told me when i printed this to show him and he knew and told me before i showed what i printed, that was why they denied theres and thats why i was told to disconnect my during transportation.
