Yes, most accounts say he was the CIA's conduit, even for a bunch of Johnson rifles for the Bay of Pigs invasion. We had a lot of M1s in Europe, it would make sense that Cummings would be a good cover to send them to anybody we wanted. Brit proofs would even add to the cover story.
