I would not call it a copper wash
It is more like a "Gold Filled" watch case; a thin layer of mild soft steel and a thin layer of copper is rolled together leaving steel on one side and copper on the other. It is then used in the same manner as a sheet of pure copper or gilding metal would be used. A "wash" would be an electrically applied coating that is very thin and doesn't do much except retard corrosion.

That makes sense. It would also reduce the amount of copper used in production of bullets. Saves it for other needs.
