Bushy, the rifles definitely go the other way. The muzzle end goes under the scope, the other rifle's butt sticks up beside the scope case. The muzzles go under the scope case block at the end and the butt goes against the block that holds the scope case from the side.
I don't think a rifle with the scope base on will go in over slings in the leather strap... But looking again, might have to re think the bolts too.

Bit of a mystery that strap, but i tend to agree with peter about the bolts not going in the strap, unless there's is some kind of fixture that they fit into no one knows about. I had the rifles the other way around so they cleared the rifle, i dont think their was clearence when i stacked it the way you have it.
No, i reckon you are right about the bolts, there must be something missing.
