What is a milsurp?
Are replicas of milsurp such as those made by Norinco, the model 305 and the later model SKS rifles, the AKS56 manufactured for the civilian market and the Uncle Ho's Lee Enfield copy in 7.62 considered "milsurp"?
I don't mean to be a troll but where are the lines?

In terms of material to be featured in the MKL, only legitimate items formerly used by a military (or possibly police, civil guard, etc.) will be featured. You won't see any photo montages of ATI stocked commercial chicom SKS's or someone's latest attempt to duplicate an M14 DMR on a Norinco receiver.
That being said, if a rifle is in the spirit of a milsurp - for example if someone built an M14 replica using GI parts on a Norinco receiver and wanted to discuss it, talk about how close to authentic it is, etc. That kind of topic is certainly permitted in the discussion forums.
similaryly, civilian version of milsurp rifles we can;t own (ie, CZ-58S, Beretta M9, etc.) is fair game for discussion, but also won't be featured in the MKL.
There's no hard and fast rule, but I don't want to see any Browning BLR's, Norinco JW-103's, or Beretta CX4 Storms here. Proving they are applicable to the milsurp theme would be difficult.

I prefer the definition:
Any firearm used by the military forces of any country that has been declared surplus to their needs and have been sold off as such. Simply put, a firearm that was historically used by a miltary body.
IMHO, this would exclude the AK47 and M16 variants, but would include M14's and SKS's and other firearms that may be used by some goverments/rebels today, (Hati for example- bang-bang-bang-bang-bang-bang-bang-bang-ping)

I dunno, a legit surplused grandfatheres M16 or M16A1, or a genuine military issue AK would still be on topic.
Norinco CQ311 AR15 clone.... umm... not so much

True, but a basement of Mosin's may be easier to explain to the guys in Black pajamas as they descend into you back yard from the helicopter..
Gotta go put my tinfoil hat on...
