Sounds like the Sling Swivel mount for use by (mainly) cavalry and some others.
Instead of attaching the sling between the Upper Sling Swivel and the Lower Sling Swivel, some Regiments attached it between the Upper Sling Swivel and one connected to that one forward of the magazine. A rifle may have a Sling Swivel in either position, on the butt or forward of the magazine but not both.
Unlike the 'modern' Sling Swivels that one sees mounted forward of the magazine, for example on a NO4T, it was for carrying the rifle not for shooting.
