This is the cylinder stop itself (AKA "bolt" for those used to S&W terms), and the associated hardware required for the Webley "WG" Army Model revolver.
He notes that the parts shown are commonly broken and/or missing, so hopefully this will help in fabricating new parts or repairing the old. No replacements available otherwise!
Note that the cylinder stop shown has been repaired by silver soldering a music wire tail to the forward section, so no need to slavishly copy the whole part!
The pivot point area of the stop is recessed for the screw head in order to clear the hammer.
I shan't try to interpret the dimensions included at this time...Hopefully they will make sense enough to those in need.
