US sales Ross Mk II** or is it ***

Wondering about the history of these 20,000 rifles bought in 1917:

From what I have read so far:

    1) 20,000 initially bought by state of New York in 1917
    2) Fed stepped in and took 10,000 of them, leaving 10,000 for New York State Guard
(state force left after National Guard federalized)
    3) Federal guns, (or all of them) numbered with acceptance # under pistol grip.
    4) After war many sold by DCM along with MK VI cartridges.

here is what does not make sense about the above:

I was reading a paper about US home defense and all that and the various state guards had Krags, shotguns, trapdoors and Kansa even had what looked like 50/70 rolling blocks. No pictures or mention of any state using Ross rifles.

I thought I saw a Ross MK II rifle with a US acceptance marking above 10,000 some years ago, though I am of the age I do not trust my memory any more.

So was there in fact any connection between the state of New York and these rifles purchase or is that one of the stories oft repeated that have no reality behind them (like the weak 6.5 Jap cartridges for their Nambu MGs)?

    Thanks.
