what would you consider a good group with an excelent cond 03a3 with a good 3x9x40 scope at 200 yards

There's a lot of variables to consider. This gun is what? An unmodified GI rifle, other than it has a scope; or is it sported? What ammo are you using. Old WWII GI surplus, new commercial ammo or reloads tailored for that rifle?
With my GI eqiv. match loads I can, on a good day, shoot a bit under 3" @ 200 off the bench with my unmodified (no scope ) SC. I would suppose that if she were scoped I could tighten things up a bit. With my M-2 eqiv. reloads shoot a larger group but I can still take out clay birds @ 200 without missing any.

KCW 3" w/o scope @ 200 yds. factory, good shooting. Meat on the table.
Dick, witha a scope "silver dollar" (1-1/2") size is good. I shoot for dinner not comp.

the only chang to orig is a sporter stock and shop mounted scope it is rem 1943 got it new from nra when i was about 14 years old it has always been a good shooter just never had a scope on it until lately

I never measured the groups, but I've shot my CMP 03A3 in reduced course high power matches, and it shoots a whole lot better than I do. I've never shot it off a sandbag with
military ammo, but I'd be surprised if it shot groups much bigger than an inch and a half at 100 yards.

took it out today and fired 1 1/2 inch group at 175 yds very happy
