I did quite a bit of research on Mosin Nagant snipers last year and nothing like that ever turned up as being military so I'd have to say it's a put together. Those bases turn up fairly often on ebay. Not a bad looking job, how does it shoot?

Thanks vintage hunter, much appreciate. I tend to agree, if that wasn't a home job there probably would be some info somewhere about this combination...
I haven't shot with it yet but according to the previous owner it is doing really good. Not sure if I'll simply sell the scope and mount and put a repro PU... being left handed, I think the offset of the scope will make it difficult for me to settle in comfortably; and I think the PU setup is more centered?

Yup, pretty much on TDC. Not TOO hard for LH operation.

That is a proper soviet scope, and it has the IR detector added bonus. They can be 400+ on there own, though the sunshade was swapped off a different scope. The side rail is sold on ebay every now and then, East Wave also has it. http://www.eastwave.ca/products/scopes/mosinrail.html
Could swap a POSP on it, could even use one of the side mount to weaver mounts.
It is nice that the person used the proper rail. There was a early 30s Tula hex with one of the other rails directly on the receiver, not offset down like yours.
Have you remove the rail? One install of that rail I saw documented online the guy filed the receiver flat to mount the rail flush. Since the rail doesn't have the same profile to conform to the receiver that the PU base has.
In this link they give you instructions on how to test the IR detector. http://www.dragunov.net/pso.html
