Type 99 With Aleutian Sight
I have a Type 99 Nagoya Series 2 (if my research is correct) that is in very good condition. The Mum is not ground or stricken in any way. It is matching, including dust cover. The anti-aircraft sights, monopod and cleaning rod are all original and intact. It also has the Aleutian rear sight modification.
The Aleutian modification is the only one I have found (or even personally seen). Not interested in selling it, just wondering about the value of this rifle and the rarity of the Aleutian sight.

When raised, it is easier for a gloved hand to elevate the sight.

That's the screw that is on all Type 99 rear sights; it is not an added part. The sheet metal cover is added and it swivels when it is used. When not in use, it simply covers the top of the sight. My guess is that the screw is slightly longer than a standard screw.
The photos illustrate it as it is moving to the up position.

Well I know some would value it a bit higher than most in similar condition but in my area it wouldn't be worth any more than any other arisaka in similar condition. Plus the lifter you have isn't the kind of lifter I have seen on ones that had Aleutian use. The lifters I have seen don't swivel and have wings going to both sides of the sight to help lift it. As far as value for yours in concerned I would look to see what one in your area in similar condition with the mum, matching numbers, and accessories would sell for and start from there. In my neck of the woods this rifle would be anywhere from $400-$500 since surprisingly these aren't in high demand in my area (there's not much supply of them either).

Interesting. I have been exposed only the type pictured. Please provide a photo of the type that you are familiar with. I am extremely interested in seeing it.

Here's a picture of the sight I'm more familiar with seeing as being attributed to an Aleutian sight. I got these pictures from a post off gunboards but a quick search through google brings up more just like this. Also a picture of this sight is in Honeycutt's fifth edition of Military Rifles of Japan on page 108.

Fellas, I'm gonna play real dumb here and ask, what is this Aleutian (winter) sight for and how is it used? I have heard of them and have seen one many years ago but still do not understand the purpose.

Bill it's basically a cold weather lifter for the rear sight so that a soldier wearing gloves could lift the sight. They are hard to find still on the rifles so they're being faked as it's easy enough to shape a piece of metal to fit the sight and claim it to be an original piece.
