I'm guessing it is some type of rear sight . It looks to mount on the side of the weapon in the orientation shown in the last picture . I would guess it is non-USA and is for something like a grenade launcher / bazooka / mountain gun type weapon .

Agreed .......................very Eastern European feel to it and not to disumular to AK MG's rear sights.
Some one will know and have loads in their bottom draw!!

The sight goes from center 0 to 20 out to flat side. then back past 0 to 0 on the knob side. it is very well made. Thinking it is just part of a sight for left an right only? Only I would find the off type parts.

Ummm …. it may be a casting mark , but I see a zero , 4 lines , a long line with a 10 split on it , 4 more lines , then a long one with a split 20 .

Chrs you are correct. Did some cleaning with a cotton swab an that is the right numbers.0- 10 - 20. must all be horizontal numbers

No , I think it may pivot left / right via the hole up front and a screw on the weapon . Could be mounted solid and the front may do windage . I think it mounts with the knob down and these are elevation markings . The front sight may have an up/down adjustment to set the zero or it could be in a fixture this part mounts to .
