What kind of part it this?

Well, definitely some sort of swivel mount...can we get some scale in the photo?

At first I thought it was a pintle of sorts. Here is another picture to give you a better idea on the size.

Hi, be careful!!!!!!!!!!!!!
What you have there is a part of a german landmine fuse called "Minenzünder DM 19", as fare as I can see the detonator is still there, part of the trigger is missing. It was used for the antipersonell mine "Schützenmine DM 31" in the West German Army (Bundeswehr), now obsolete. Have it checked by an expert if it is save.

I appreciate the help. I had an uncle fill me in about it last night and yes, it is inert and safe thank goodness. The inside is completely hollow. From what I was told, it was nothing more than a replica of sorts he had picked up years ago at a flea market. At least that mystery is solved but I do appreciate the help. For anyone interested, this is what the inside looks like. The top simply screws off.
