I don't see what the problem is for a FFL to ship to a FFL in California... only takes one phone call.....

I've dealt with some FFLs that take issue with California in general. Whether an item is legal there or not they just don't ship there.
Sort of a, "if they don't like it, they can write a letter to their representatives," type thing.
