The numbers could be anything. However here are two possibities, but with the format on yours, I doubt they would apply:
Some storage centers (depots) used to hand mark items stored in bulk packs with numbers. This way as inventory went out the door, the people in control of the items would recognize the remaining number.
Also during the 1950's and 1960's (I don't know about other times) some items were available for sale at a local supply point. The items would be purchased by using units with money from the unit fund (cash). This way the unit did not have to wait until replacements arrived through the system. Years ago I had Garand Front Handguards which had tape on each one and each was marked with a hand written number and the location of Ft Dix's unit store.
Just two possibilities. With your numbers, anything is possible.

Yellow pencil. Fairly common item used for marking on dark media like blueprints or pieces of walnut. Maybe it was the last four digits of the serial number the handguard was originally on. Perhaps in some Guard unit somewhere a diligent armorer liked to keep gun parts together instead of getting mixed up.

TN Handguard
Looking to buy a TN 2 rivet handguard. Have a TN stock but it has a very nice S-HB handguard.
Is this for sale, trade? Also looking for a Type I front sight "N" for my NPM.
Thanks
