Congratulations on acquiring the rifle. You asked about value my $.02 would be that the rifle has some great aspects - largely complete but for the front sight bits - and nice clear buttstock markings. Those aspects are, unfortunately, in my view, undone by the holes drilled on either side of the receiver. Without the holes, the rifle, here in Canada, would be $1300-ish. How much the holes knock that down is in the eye of the beholder.

the rifle was originally a training, it had target sights on it, it never saw and battle field, would it be worth getting them fixed?

Nice find.
As said.
Holes in the receiver are for a rear sight bridge.
It was also held buy the through bolt on the stock.
You can still see where it left an impression in the stock.
If you could find one it would help value.
The front sight has been installed backwards and is missing blade, hood and screws.
