Murata
Picked one up full military, with cleaning rod and decent bore. I haven't seen one in years, that wasn't a basket case. Where is the best place to start if I want to manufacture correct ammo for it?

348 Win cases are about 0.100" too short and possibly a little fat at the base, but are about the easiest way to start. The length really doesn't matter much here (no flame cutting or erosion w/ black powder loads) and bases can be tuned down a tiny bit w/o drama, but it probably won't be required.

First off rdj94a - lucky you! To find an original BPCR rifle in (we hope) good shooting condition is very fortunate.
Case - yes 348 is acceptable for reforming.
BUT, if you can get hold of a case for the Gras rifle, check whether it fits in the Murata chamber. Depending on how closely the Gras case was formed and how loose/worn the Murata chamber is, you may find that it is a pretty good approximation that would only require simple fire-forming with a waxed wad to be perfect for the Murata.
I mention it, because (if your Murata performs satisfactorily and you develop the ambition to see how well it can really shoot) you will soon be wanting to load bullets that are seated further out than the old military ammo would have been, and the missing neck length with the reformed 348 may present a real limitation. The base of the Gras cartridge is also probably a better fit for the Marata (both seem to have used something like the Mauser "A" base).

Mail just arrived!!! Better than the pics, Type 18 with a pretty amazing bore, all matching, with cleaning rod and mum. One small crack at the hour glass (fixable) I collected Japanese in the 1980's however when I retired from the navy I had to sell it all. I had all three muratas at one time 13,18,22 I am very pleased with it. The screws have been messed with but fixable.

Now clean it, get yourself a Gras case, and see if it fits!

cases for the murata 18
you can use the werndl cases from hornheber germany for this type of rifle
I tested them, they fit verywell and give normal extraction
