Are you sure the barrel hasn't been turned down? Just reduced in length?

If in fact the bbl is 15.5" long STAY AWAY from it!!! Law requires the bbl to be 16" or longer.
On the other hand if it is such a good buy you can't igniore it - have the current owner remove the bbl BEFORE you pay for the carbine and leave the bbl with him. Then you have bought parts and are legal. You might go back another day and get the bbl, but Not that day.

Standard Products M1 with short barrel??
I just seen a standard products with a 19.5 in bbl, extra length was past the front sight and it was a USGI barrel with the right date code

The 19 + bbls are what's accepted for Canada because of registration issues here. I suggest the date code has been carefully stamped by someone to make it more "real". The military didn't use them.

From where did you measure the barrel from? Did you measure from where the bolt meets the chamber as that is part of the total barrels length.
19 1/2 inch barrel would not be a USGI barrel. There would be no way an extra 1 1/2 inches on a barrel would have been accepted when the carbine was made.

The law on barrel length has been changed, it was 18" for rifles and shotguns until the Army wanted to sell M1 carbines through the DCM. Some carbines measured out at 17 and 7/8" (many in fact). So the law was changed to 16' for rifles and shotguns stayed at 18". Greely Arms, in NJ, made a silver solder on "compensator" to bring you barrel up to lawful until all the federal and state laws could be changed.
