That is a neat pic. I don't know when it was taken but it may have been on D-Day 6/6/44. The ship is the USS LCI-326. It was manned by Coast Guardsmen and participated in the Salerno and Normandy landings. On D-Day it landed troops onto Utah Beach which is when I suspect this photo was taken.
The photo below show the 326 on another occasion. Note the laundry drying in the breeze.
