    Type 99 prop gun

I'm in MIssouri U.S. and I had a friend tell me about a type 99 arisaka "prop gun" he said it was $100. Is this a good price for something like that?

Never heard of a prop gun so I have no idea what you are talking about. First thing that the term "prop" brings to mind is something used in a movie or a play. Second thing is that it is not "real" so it could be a school training rifle. A lot more information is needed.

It's probably one used in one of these more recent movies. They sell lots of the props after to recover filming costs. Some of the items can fetch vast sums of cash. Many of the non functioning rifles can be made from a poly-resin that's coloured. Most of the guys in the background will have these and only the guys up front that do the firing will have working models... here's a site that sells them... $100 would be good if you really have to have it...they sell for more than that.
