Help with an RIA Stock Cartouche

Can anyone ID this cartouche on my RIA "S" stock? I haven't found it in any of the books or online. The rifle has a 1918 RIA receiver, a WA 12-41 barrel and a Remington bolt.

I beleve that is an overhaul/inspection stamp from Rock Island from the 1920s.
