Pretty sure they are not the same and a Type 38 bolt will not fit in a Type 99 receiver. I am at work or, I would get some specimens out and try it for you. However, I am 99.99% sure it won't work.

The locking lugs are of different lengths as well as the corresponding shoulders in the receivers. The Type 38 bolt has the longer lugs so will not go into a T99 receiver. The T99 bolt will go into a Type38 receiver if the extractor is removed. The extractor is flat on the T99 which won't allow the bolt with extractor to fit into the T38. Also the locking lugs wouldn't be in contact with the receiver shoulder which could be disastrous if fired. (not sure if it could actually fire like this) but the bottom line is the T38 and T99 bolts do not interchange.
