Is it a long or short Type 99? Long rifles had an extra kanji left of the series marking. If itís a short rifle, it could be an inspector/acceptance stamp if the arsenal markings were placed too far apart, i.e., not leaving room for the inspector/acceptance stamp between the arsenal marking and bolt release. I donít have my reference book handy but that doesnít look like a Toyo Kogyo stamp...resembles a secondary Nagoya inspector stamp.

You certain of the series Kana?
It looks like it could possibly be a 'ra' or 22nd series.
The 'leg' on the te symbol was from the middle of the second bar. Whereas the 'leg' of the ra symbol is from the right end of the second bar.
They are similar, and from the photo I cannot make a call on which one it is.

Regardless of the series, the significance of the circle remains.
In regards to the single circle to the right of the arsenal mark - From Honeycutt's book Military Rifles of Japanicon:
"When found in the proximity of the arsenal symbol or manufacturer's markings, this character indicates that the weapon has been adopted for military use by a special wartime inspection standard. Single or multiple circles were applied in 2, 4, 6, 8, 10, and 15mm size."

I have no record of what I believe to be the special inspector's stamp (farthest right).

    Japanese rifle markings

35 Series Toyo Kogyo can have two different circular inspection stamps. One circle has two vertical lines like a smaller series 4 Nagoya marking. The other is a circle with a K inside.

The picture doesnít show a standard Hiro stamp my reference shows.
