You should be able to access the publication "Shoot to Kill" which was the CFP at the time...there should be a PDF available? It's all going to be in there.

This was termed Vol.5 to jive with Small Arms Training, 1931, Volume Five, which covered range construction, and of which this was the only volume of this publication to remain in force by that time.

I'm guessing you want to shoot these? You need bristol board to make a template and do them by hand to start, then use news print roll ends for paper to trace onto. Then you have this shape you can readily trace a few out before range day. Staple them onto your witness screens and "Look Out - Look Out!"
