I got an answer, it is a reusable heat pad cover. These were made and used from WWII to the 1990's. The bag had several changes over these years. This one is an early one, possibly WWII as it has the fabric strap. Newer ones from Vietnam have snaps and the latest ones have foldover that is angled only one way for the entire width. These used a chemical heat pad that could be reused at least 8 times and they lasted 8 hours.

probable, and if you ask him he won't think he has anything else. Then next time again something. Doesn't want someone to bulk them up and take them all for one price...

Well he isn’t asking much for them, not like he knows what he has. They are going for a lot more than $4 on eBay.

Some people get "funny ideas" when they have something for sale such as stripping an item to it's component parts and then selling the bits separately. If you want the complete item, obviously, you then have to purchase all the component parts which is rather difficult if someone else decides to buy some of the bits. Another "pet hate" of mine is when someone has something for sale, that you want to buy, but then they refuse to give any indication of how much they want for the item or only say "Open to offers".
