You can find reproduction scabbards at that price. Originals are selling for much more.
I'll take any and all Exc/new condition and complete original leather carbine scabbards I can find for $100.00

It appears to have all it's straps which most you see are not as complete. And it's in nice condition and well marked . Because of all that, I'm sure it would sell at a premium price, and don't think $400 is out of the ball park for one so complete, Ray

In searching for information and value, I have determined that the scabbards are somewhat 'offbeat' in terms of collector's interest, as well as uncommonly encountered. It takes a certain taste for consideration - when they can be found for sale.
I do see the new reproductions priced from $59 to $99 (or more). It seems typical of originals to be lacking some or all of the straps, with the scabbard itself usually in poor to fair condition. A few references may be cited for originals which have flown under the radar at the aforementioned $100 range. But most typically for the incomplete/rough specimens, they are trading in the $2-400. A seller could hold out for $400-plus for the better/complete conditioned ones.
I'm not 100% sure of the value for mine, not many to be found as complete or as nice. Heck, I didn't even know what it was (had to ask on another forum), or if it was real or repro until the sunlight hit the maker's mark just right, several hours after it fell into my lap. I figured that $40 wasn't a big gamble, and it would be worth an educational experience at the very least.
Not parting with it for now, so it falls into that category of 'priceless'.

I have had maybe six nice ones with the straps. Sold all but one, and they all brought a very good price. Between $250 and $400. This is my best one, that I'm keeping. Never been oiled. I remember where and when I bought it, Pomona 1989 for $140. They may be out there, but far and few between in the op's condition.

Very nice and not often seen in that condition, as stated. Last leather item I saw like that was an M1916 holster...common manufacturer, WW2. Those just don't surface much. Wonder how the other guy came to have it?

His son worked for the town transfer station back in the 1980's, and he picked it out of the hopper. No kidding.
