Underwood M1 carbine sn.1354000 mixmaster value question

Someone offered this Underwood for sale.

    Serial number 1354000 range
    Barrel: 5-44 dated
    Integral spring tube housing
    Narrow tong
    Uncheckered safety
    Stamped/brazed trigger housing
    Straight cut operating slide
    IBM marked (SCB) handguard
Oval-cut, low-wood stock: very lightly stamped, I think it was GHD over UEF in small box, couldn't see crossed cannons
Barrel band unmarked, could be fake (has darker color)
L-type flip sight marked 'U' on the leaf and 'S' on the base
    Has some Winchester parts

It is European demilled, and has a cut in the operating slide 'rail', but everything functions for dry fire

Overal condition is fair-good, has some pitting. The guy used it to hang on his jeep during reenactments.

He is asking $680, I don't think the gun is worth that but I would like to make him a decent offer. How much should I offer according to you guys?

I had very little time to inspect the gun. These were some pictures I was able to take.

Any recognise these markings in the sling well?

$300-400 tops if all the parts not demilled are usable

I don't know what the prices are in Belgiumicon. And I'm not quite sure what all is done for a European demill. Guessing more then the slide arm. I'd probably check around and see what a working example is going for in your area before committing to a demill.

Slingwell markings and milling style look like M-U
    Marlin made for Underwood.
Most all I've seen are stamped right side up, with the buttplate on the table.
