Reading some of the comments in the first report from Gil was interesting.
As mentioned in one of those comments; how many criminals handed in weapons?

From a UKperspective, (bans on specific Firearm types aside), we have had the above for many years.
It seems like common sense to ensure the mentality unstable or criminally minded don't have 'official' and easy access to Firearms.
While it doesn't stop the determined criminal elements from acquiring Firearms, it has made it a lot more difficult, hence Islamic terrorists resorting to cars and knives in the UK.
Its a big country, but in terms of population it must surely be manageable John?.
Is this something they have only just thrown into their legislation?

What I took out of this is the majority of gun owners refused to turn in their firearms. The government realizes it is in trouble because it made a very unpopular and likely illegal law and they want to do more before they are voted out of office and the pro-gun factions win. Those gun owners who did not turn in their firearms are probably counting on the new government to reverse the ban.
