I understand what you are saying but BATFE and the State Dept share this jurisdiction for export. I've been shipping hazmat and other items internationally for both DOE and DOD for 25 years as my livelihood.

Bottom line is that Bizio can have the part legally shipped to him in Italyicon, and while it is nice to use a registered exporter, one is not REQUIRED for the transaction.

I should add that the NLR status never applies to barrels, breech blocks or bolts.
